Business groups are reacting slowly to Gov. Arnold Schwarzenegger's proposal to raise the minimum wage -- in contrast to their united front against increases proposed in each of the past two years. "We are looking at the impact on small business," says Christine Haddon, a spokeswoman for the California Chamber of Commerce. The National Federation of Independent Business says its members are philosophically opposed to raising the minimum wage but it is waiting to hear more from its members before taking a position.
